Collective Bargaining Committee

The Collective Bargaining Committee is composed of members from each of the secondary schools in the Board. It is chaired by the Chief Negotiator, Amanda Towe, and usually meets once a month. Each member of the committee acts as a resource in his or her own individual school, and has a very good working knowledge of the collective agreement. The main objectives of the committee are: to bring forward areas of concern which need improvement in the collective agreement; to ensure that the rights of the members, laid out in the contract, are being enforced; and to collect information from the members which will aid in the negotiation of the new contract. The table team, which negotiates the next contract with the Board, is selected from the committee. The contract is negotiated in accordance with priorities established by the provincial OSSTF, and any current legislation relating to education.

Role of the Committee

The OSSTF District 19 Teacher Bargaining Unit (TBU) Collective Bargaining Committee will be responsible for establishing the priorities for each round of negotiations by surveying and consulting with their Branch.

The CBC will elect three members to a local Table Team from among its voting members following provincial timelines and prior to the end of the current agreement to represent District 19 in TBU negotiations.  Notice of this election of the Table Team will be sent to the CBC members one week before the meeting at which it is to take place.  The Table Team shall be responsible for developing a brief to be approved by Unit Executive and then by Teacher Bargaining Unit Council (TBUC) following provincial timelines.  The brief will be presented to the CBC following its approval.

After a collective agreement has been reached, the CBC will assist the Chief Negotiator in the education of members about its terms and in contract maintenance.

Responsibilities of the CBC TPA Unit Representative

  1. Communicate all relevant information from the Branch to the Chief Negotiator and vice versa. Report regularly to the Branch.
  2. Promote and advance the cause of OSSTF and District 19 within the Branch.
  3. Be knowledgeable about the Collective Agreement and assist the Branch President in helping members to understand the contract.
  4. Assist the Branch President in contract maintenance.
  5. Take an active leadership role within the Branch, especially during times of crisis.
  6. Assist the Branch President and Executive. Keep them informed of actions, concerns and decisions of the CBC.
  7. Attend all CBC meetings or arrange for a replacement if required
