Educational Services Committee
Terms of Reference

- Composition
In accordance with the By-laws, the Educational Services will be composed of:
- One elected staff representative from each Branch of OSSTF, District 19.
- One elected representative from each OSSTF OLRA bargaining unit, District 19.
- The President of District 19.
- The Chair, who is elected by the membership of District 19, in accordance with the Constitution and the Bylaws.
- Up to 2 additional members, subject to ratification by District Council.
- Internal Structure
It is recommended that the following sub-committees be established with the appropriate terms of reference and that each ES Committee member serve on one or more of them.
- Professional Development Finance - review and approve or reject applications for group PD.
- Professional Development - to develop Professional Development opportunities.
- Educational Issues and Research.
- Ad hoc committees as required.
- Operations
Duties of Chair
- Convene and direct the work of the Committee in accordance with the instructions of the Integrated District Council.
- Work in cooperation with related Provincial Committees and secure funding and support.
- Report to Council, the Unit Executive and the general membership.
- Represent the Committee at all Educational Services related Committee meeting.
- Chair the Educational Services representative meetings.
- Facilitate final decision making.
- Communicate all relevant materials to the Branch representatives and related groups.
- Prepare and monitor the budget for the Executive Assistant.
- Liaise with the Superintendent and officers of Staff Development for the Peel Board when and if applicable.
Duties of The Vice Chair(s)
The vice chairs will be the chairs of the sub-committees established in 2.
- Substitute for the Chair whenever necessary.
- Coordinate implementation of ideas and organization of programs.
- Coordinate the PD Days with the Chair.
Duties of Branch Representatives
- Encourage individual school staff to attend conferences, workshops and any other PD activities.
- Attend the ES Committee meetings or send a substitute.
- Support and encourage the work of an in-school ES Committee that represents a cross-section of the staff.
- Assist the in-school ES committee in completing forms for OSSTF funding.
- Report on the format, cost and outcome of in-school PD activities to the District ES Committee.
- Communicate with the Branch Executive in the school and where appropriate with the Branch at large.
- Promote and advance the cause of OSSTF and District 19 within the Branch.
- Take an active leadership role within the Branch, especially during times of crisis.
Role of the Educational Services Officer
The Educational Services Officer is the local representative of OSSTF Educational Services Committee.
The Educational Services Officer acts as a link to the provincial committee and as chair of the local Educational Services Committee, coordinating the local committee and its activities. These include:
- to identify the professional, curricular and educational issues and concerns of OSSTF members and to make recommendations to the local Executive and Council for policy, action or research;
- to provide advice and prepare discussion and position papers on educational issues including curriculum for the consideration of the local Executive and Council;
- to promote, encourage and support classroom-related and research and effective models of professional development at the local level;
- to promote, generate and coordinate the professional growth of activities of TPA and OLRA members, through workshops, speakers and current educational services initiatives.
- to consult with and make submissions to the Regional Advisory Coordinator of the Provincial Educational Services Committee;
- to report to the local bargaining unit(s) on the activities of the Educational Services Committee.
