Terms of Reference

Article 28 and the Letter of Understanding about STPDL of the Collective Agreement are the sources upon which these procedures are based.  The expectation is that the members of the Short Term Professional Development Leave Committee will adhere to the Letter and the intent of Article 28 and the Letter of Understanding.

  1. Role of Branch STPDL Member
    The Branch STPDL Member will:
    1. communicate with the members of their Branch about the availability of STPDL funds and provide copies of the policy regarding their allocation as well as the process about how to obtain these funds;
    2. distribute application forms as required;
    3. advise members about the guiding principles for STPDL;
    4. sign the member’s STPDL application and submit to principal;
    5. forward application to STPDL Co-ordinators at D19 Office after it is signed by the principal;
    6. encourage members of the Branch to use the funds;
    7. attend the STPDL meeting in the fall and the spring;
    8. elect the TBU STPDL Monitoring Committee;
    9. review and publicise the TBU STPDL policy annually;
    10. ensure that a proper accounting procedure is established by the STPDL Monitoring Committee, reviewed regularly and reported to members.
  2. Role of the STPDL Monitoring Committee
    The TBU STPDL Monitoring Committee will consist of the STPDL Co-ordinators and three members elected by the STPDL Committee. This committee will meet quarterly to:
    1. review the applications granted and denied;
    2. monitor to ensure that each teacher is only granted STPDL every other year;
    3. make every effort to distribute equitably the available funds;
    4. provide a summary by location, to the Superintendent, of the activities attended by teachers;
    5. be accountable to members and the Superintendent of Human Resources Support Services.
